It's an ambulance. In Hyakugojyuuichi, the Emergency Pee Wees traveled in it on their way to save Jay Jay after the latter was shot by the Machine Gunner. Unfortunately, the Pee Wee crew seems to be pretty inept at driving, running over most of the other characters in the movie as they go to Jay Jay's rescue.
