Farchie Archie is the name of Neil Cicierega's webcomic, as well as the name of the main character. It appears to be assembled in Microsoft Paint, and the character graphics consist mainly of the heads of Archie characters with crude Powerpuff Girl-like bodies drawn in, and occasionally other copied-and-pasted miscellany. The humor (such as it is) is random and nonsensical, rather like Pokey the Penguin (or an animutation).
